Technical Assistance
The State of New York has many resources available to small businesses.
There are several organizations that can provide information to you
on anything from writing a business plan and obtaining capital funding
to following appropriate legal business practices.
Writing a business plan, financing, managerial assistance and export
information
The New York State
Small Business Development Centers are administered by the U.S.
Small Business Administration and offer free counseling assistance
for small businesses, both start-ups and existing. Services include
assistance on business plan development, loan resource identification,
accounting, financial planning, export information, cost analysis and
marketing as well as targeted business training programs.
Service Corps of Retired
Executives (SCORE) is a resource partner with the U.S. Small Business
Administration. The program consists of retired business executives
who volunteer their services to small businesses. SCORE is dedicated
to aiding in the formation, growth and success of small businesses.
Empire
State Development (ESD), the State's economic development agency,
has offices in both Albany and New York City and is also supported by
a network of ten regional
offices throughout the state and eight international
offices around the world. All offices serve as a one-stop center
to assist companies interested in doing business in New York State.
ESD staff will listen to your plans, analyze your project and provide
you with the information you need to establish or grow your company
in New York State.
Technology and Manufacturing based company assistance
New York State Office of Science, Technology & Academic Research
(NYSTAR) has ten Regional
Technology Development Centers around the state that are designed
to create and support a statewide network of business assistance centers
especially suited to help high technology and manufacturing companies
thrive in New York.
NYSTAR also directs the
Science and Technology Law Center which conducts legal research,
and assists academic institutions, early stage and start-up technology
companies, with low-cost legal consultation and services critical to
research, product development and distribution, and business development.
Energy Assistance
The New
York Energy Research and Development Authority's (NYSERDA) principal
goal is to help businesses, municipalities and residents of New York
State solve their energy and environmental problems while developing
new, innovative products and services that can be manufactured or commercialized
by New York State firms.
The New
York Power Authority (NYPA), America's largest state-owned public
power enterprise, provides some of the lowest-cost electricity in New
York State to government, municipal electric systems and job-producing
businesses. NYPA is also a national leader in promoting energy efficiency
and the development of clean energy technologies. In addition, the Power
Authority provides a variety of energy-related services to businesses
in furtherance of their mission to create and protect jobs in New York.
Environmental Compliance Assistance
The New York State Environmental Facilities Corporation (EFC) provides
low cost capital and expert technical assistance to businesses, municipalities
and state agencies for environmental and state agencies for environmental
projects in New York State. EFC's
Small Business Assistance Program provides free and confidential
assistance to help businesses comply with state and federal air pollution
control requirements.
New
York State Department of Environmental Conservation (DEC) is responsible
for administration and enforcement of the Environmental Conservation
Law. DEC provides technical help to small business.
Empire
State Development's Environmental Services Unit can help businesses
identify and transform environmental concerns into market opportunities
and competitive advantages. The Environmental Investment Program invests
in projects that result in pollution prevention, reuse or recycling.
The
Small Business Environmental Ombudsman Program provides businesses
with free, confidential assistance in understanding and complying with
air quality regulations.
To help New York State's small businesses achieve a clean, healthy
environment for employees and their families the New York State Department
of Environmental Conservation (DEC) and Empire State Development (ESD)
have organized the New York State Environmental Assistance Network (NYSEAN).

Cooperative Extension's Community & Economic Vitality
program
initiative encourages and facilitates community coalition building to
support small businesses.
Doing Business in New York City
The NYC Business Solutions Small Business Services will work with new or existing businesses located in New York City. They will help you develop a business plan, secure financing and access New York City benefits. Assistance is also available to help you expand your business by working with you to locate available space, identify money-saving incentive programs, access procurement opportunities and recruit qualified employees.

The

to the Department of Environmental Protection (DEP) Regulations and
Permitting Requirements for Business in New York City" provides
information for businesses that must comply with local environmental
regulations and permitting requirements including: electroplaters, printers,
autobody shops, dry cleaners, jewelry manufacturers, metal fabricators,
woodworkers, surface coaters, etc.
Ending a Business
If your organization wants to terminate business in New York State,
it must follow established procedures and file certain documents with
the New
York State Department of Taxation and Finance and the New
York State Department of State. These procedures and documents vary
depending on the type of entity involved (i.e. corporations, limited
liability companies, etc.).
The US
Business Advisor provides business with one-stop access to federal
government information, services and transactions including information
about closing your business.
